How do I set up my game for distrubution on CD? Can I just copy my folder with Quest 2.17 (without the Quest Pro stuff)and MY GAME CAS file and the hundreds of jpegs, mpegs and wav files to the CD? Will this work on someone elses system that does not already have quest installed it? HELP!

I recommend you copy an unzipped version of q217full.zip to your CD, and put your CAS file and required game files into a separate directory. You could use AUTORUN.INF to present the user with a menu when they insert the CD - they could choose to install Quest from the CD, or to launch the CAS file from the CD.
It is not recommended you copy the Quest directory to the CD as this will mean required DLL and OCX files won't be copied over, which will lead to problems a-plenty.
