I would believe it's 1.0 since 0.1 wouldn't make much sense. It's like saying the first chapter of a book should be Chapter 0.1 instead of Chapter 1, or the first movie of a trilogy should be 0.1 instead of 1.

It's all a matter of taste really. You could call it version 194.32 if you wanted. Common practice is that v1.0 is the first finished and released version. v0.1 might be an early alpha or beta test version.
